摘要
我国农业高质量发展面临科技创新与转化瓶颈、要素配置失衡及产业链融合不足等多重挑战,亟须通过新质生产力重构技术、要素与产业体系,破解生产效率、资源利用与可持续性协同难题。本文运用文献分析法和归纳演绎法,立足新质生产力三大催生要素,聚焦于农业高质量发展的三大体系,在揭示新质生产力赋能农业高质量发展作用机理的基础上,深入分析新质生产力赋能农业实现高质量发展所面临的现实困境,提出新质生产力赋能农业高质量发展的关键路径,旨在为农业高质量发展提供新思路。研究结果表明:1)新质生产力通过技术助农、要素助农和产业助农,为农业高质量发展提供新农具、新农资和新农活。2)新质生产力赋能农业高质量发展面临技术困境、要素困境和产业困境。3)新质生产力赋能农业高质量发展的关键路径主要包括技术赋能,激发新活力;要素升级,提升新效能;产业优化,培育新业态。新质生产力通过科技创新驱动全要素生产率跃迁,为农业现代化提供核心动能。未来需强化技术适配性、要素流动性及产业韧性,为农业强国建设提供理论支撑与实践范式。
High-quality agricultural development in China faces multiple challenges,such as bottlenecks in scientific and technological innovation and transformation,imbalances in factor allocation,and insufficient integration of industrial chains.There is an urgent need to reconstruct technology,factors,and industrial systems using new quality-productive forces to solve the synergistic problems of production efficiency,resource utilization,and sustainability.This study employs literature analysis and the inductive deduction method based on three major factors of new quality productive forces:technological revolutionary breakthrough,innovative alloca-tion of production factors,and deep industrial transformation and upgrading.It focuses on three major systems of high-quality agri-cultural development:modern agricultural production,the modern agricultural management,and the modern agricultural industry sys-tems.Technical dilemmas are mainly manifest as insufficient research and development investment,difficulties in technology promo-tion,limited technical adaptability,and insufficient protection of intellectual property rights.This factor dilemma is primarily demon-strated through imperfect data acquisition and sharing mechanisms,weak data security and privacy protection,a lack of supply of ag-ricultural financial services,and an imperfect financial risk assessment system.The industrial dilemma is primarily due to the limited development of emerging formats,insufficient brand building and market trust,uncertainty in market demand,poor feedback mechan-isms,and insufficient integration and synergy of the industrial chain.This study proposes a key path for new quality productive forces to empower high-quality agricultural development,aiming to provide new ideas for high-quality agricultural development.The res-ults indicate that 1)new quality productive forces supply new agricultural tools,materials,and methodologies for high-quality agri-cultural development through technology,factors,and industry;2)new quality productive forces empower high-quality agricultural development to address technical,factor,and industrial difficulties;and 3)the key pathway of new quality productive forces to em-power high-quality agricultural development mainly includes technology empowerment and stimulating new vitality,upgrading ele-ments to enhance new efficiency,industrial optimization,and the cultivation of new business formats.New productive forces propel the leap in total factor productivity through scientific and technological innovation,providing core momentum for agricultural mod-ernization.In the future,it will be essential to strengthen technological adaptability,factor mobility,and industrial resilience to offer theoretical support and practical paradigms for the construction of agricultural power.
