高速铁路、 绿色创新与产业结构高级化

High-speed Railway,Green Innovation and the Optimization of Industrial Structure

摘要 高速铁路显著增强了区域间要素流动性,为绿色创新产出提供了关键性支撑,而绿色创新能够有效赋能产业结构高级化发展。基于绿色创新的角度,选取全国280个地级市2005—2022年的面板数据,以高铁开通作为准自然实验,构建多时点双重差分模型进行实证分析,以探究高铁开通的绿色创新效应与产业结构高级化之间的关联。研究发现:高铁开通能够显著促进产业结构向高级化发展;机制分析表明绿色创新是高铁开通促进产业结构高级化发展的重要中介机制,绿色创新中的发明专利相对于实用新型专利中介作用效果更为突出;城市与区域异质性表明高铁开通对普通地级市、中小规模城市产业结构高级化促进效果更佳。由此,应继续加强高速铁路建设,促进绿色创新发展,更好地赋能产业结构高级化。 High-speed railway(HSR)significantly enhances the mobility of factors between regions,and provides a key support for the output of green innovation,which can effectively and sustainably enable the development of advanced industrial structure.From the perspective of green innovation,this paper selects the panel data of 280 prefecture-level cities in China from 2005 to 2022,and takes the operation of HSR as a quasi-natural experiment to construct a multi-time difference-in-differences model for empirical analysis,so as to explore the relationship between the green innovation effect of HSR and the optimization of industrial structure.The results show that the operation of HSR can significantly promote the development of industrial structure to a higher level;Mechanism analysis shows that green innovation is an important intermediary mechanism for HSR to promote the development of the optimization of industrial structure,and the mediating effect of invention patent in green innovation is more prominent than that of utility model patent.The urban and regional heterogeneity shows that the operation of HSR has a better effect on promoting the optimization of industrial structure in ordinary prefecture-level cities and small and medium-sized cities.Therefore,we should continue to strengthen the construction of HSR,promote green and innovative development,and better enable the process of industrial structure optimization.
