摘要
公共数据开放能够通过市场机制激发企业绿色创新的内生动力。理论分析表明,基于数据要素视角,公共数据开放是对要素供给的扩容与升级,信号理论揭示了公共数据开放如何将环境外部性信息转化为市场可识别的信号,而诱导性创新理论较好阐明了公共数据开放通过创造新的市场激励来“诱导”企业进行绿色创新。从市场驱动角度来看,公共数据开放通过需求侧拉动、资本侧驱动、供应链传导三条核心路径驱动企业绿色创新,三条核心路径存在协同效应与动态演化,共同构建“需求-资本-供应链”三位一体驱动模型。为更好发挥公共数据开放对企业绿色创新的驱动效应,可以进一步开放高价值数据、深化数据金融融合、强化绿色采购引导、培育数据服务市场和建立协同治理机制。
Public data openness can stimulate the internal driving force of corporate green innovation through market mechanisms.Theoretical analysis demonstrates that,from the perspective of data elements,public data openness constitutes an expansion and upgrade of factor supply.The signaling theory reveals how public data openness converts environmental externality information into market-identifiable signals,while the theory of induced innovation better explains how public data openness"induces"enterprises to carry out green innovation by creating new market incentives.From the perspective of market-driven mechanisms,public data openness promotes corporate green innovation through three core pathways:demand-side pull,capital-side drive,and supply chain transmission.The three core pathways exhibit synergistic effects and dynamic evolution,collectively forming a tripartite driving model of"demand-capital-supply chain".To better leverage the driving effect of public data openness on corporate green innovation,it is recommended to further open high-value data,deepen the integration of data and finance,strengthen green procurement guidance,cultivate the data service market,and establish collaborative governance mechanisms.
