摘要
湿地与海洋和森林并称为地球三大生态系统,具有极高的生态价值。然而,我国湿地资源在很长一段时间被视为国土开发的备用资源,其价值体现在重点物种的栖息地或保护目标的附属物。本研究系统梳理我国湿地保护管理的发展历程,将湿地保护分为前湿地公约时代、立法启动阶段、地方立法阶段和国家立法阶段。在系统总结湿地生态保护与管理存在问题的基础上,本研究提出了几点湿地保护修复的建议和展望,为国家和地方湿地保护与管控提供决策参考。
With great value of ecosystem service,wetland is considered as one of the three most important ecosystems on the earth,together with the ecosystems of ocean and forest.In this study,we summarize the implementations of policies related to the wetland protection into four stages,namely,the pre-Ramsar Convention period,the initiation of legislating period,the local legislation period and the national legislation period.Based on the problems existed in the wetland protection and the policy implementation,we provide a few suggestions for improving the wetland monitoring and ecological protection.
