摘要
比较国家安全学既是总体国家安全观的题中之义,也是全球安全倡议的学理基础,更是国家安全学的重要分支,其创建具有重要性与紧迫性。作为独立的国家安全学分支学科,比较国家安全学以比较方法为主要研究方法,聚焦具有跨越性、差异性与可比性的国家安全系统及其组分系统间的相互关系,以及国家安全学与其他相关学科间的相互关系,其研究范畴涵盖不同国家、领域、层次、时空等多维度的国家安全比较研究,其研究应遵循宏观比较与微观比较、规范比较与功能比较、静态比较与动态比较相结合的原则。比较国家安全学的创建,可为国家安全研究提供学科支撑与方法论指导,推动构建更加完善的国家安全学研究体系。
Comparative national security studies are both an inherent component of the holistic national security concept and the theoretical foundation of the Global Security Initiative.Moreover,as a vital branch of national security studies,its establishment is both significant and urgent.As an independent subdiscipline of national security studies,comparative national security studies employs comparative methodology as its primary research approach.It focuses on the interrelationships among national security systems and their component systems that exhibit transnational,divergent,and comparable characteristics,as well as the interactions between national security studies and other related disciplines.Its research scope encompasses multidimensional comparative studies of national security across different countries,domains,levels,and temporal-spatial dimensions.Research should adhere to the principle of integrating macro-comparative and micro-comparative approaches,normative and functional comparisons,static and dynamic comparisons.The establishment of comparative national security studies provides disciplinary support and methodological guidance for national security research,advancing the development of a more comprehensive research framework in this field.
