摘要
受数字劳动力、工业互联网与分布式生产资料重塑生产要素、生产载体、生产空间等的影响,就业市场呈现“规模极化—结构极化—质量分化”的三重演化。文章以“技术—组织—技能”演进逻辑为主线,在梳理数字生产体系新特点的基础上,分析研判新背景下就业市场的新秩序,进而探究适应数字生产体系变革的高质量充分就业的应对之策。文章认为,随着数字劳动力成为新的生产要素,数字化平台成为新的生产载体,生产资料分布从集中走向分散,人力资源供需、劳动用工管理、劳动关系协调三个维度都正发生着革命性变革,需要在健全社会保障制度、完善劳动算法监管、培养数字职业人才、开发新职业序列四个方面积极作为,制定和构建与数字生产体系相适应的高质量充分就业政策和服务体系。
Influenced by digital labor,industrial Internet and distributed production materials,which reshape production factors,production carriers and production spaces,the job market is undergoing a triple evolution of"scale polarization—structure polarization—quality differentiation".This paper focuses on the evolution logic of"technology—organization—skills".Based on sorting out the new characteristics of the digital production system,it analyzes and judges the new order of the employment market under the new background,and then explores the policy countermeasures for high-quality and full employment that adapt to the transformation of the digital production system.The article holds that with digital labor force becoming a new production factor and digital platforms new production carriers,the distribution of production materials has shifted from concentration to dispersion.Revolutionary changes are taking place in three dimensions:human resource supply and demand,labor employment management,and labor relations coordination.It is necessary to take active actions in four aspects:developing new occupational sequences,cultivating digital vocational capabilities,improving the social security system and perfecting the supervision of labor algorithms,to build a high-quality and full employment policy and service system that is compatible with the digital production system.
