摘要
随着政府与公共机构数字化转型的推进,数字化公共服务在提升公共服务效能方面的作用愈发突出。实践中逐渐显现的渠道强制、操作强制、信息强制和后果强制等问题,正在加剧服务获得的不平等并抑制社会包容性。文章基于“制度—技术—社会”三维分析框架,梳理强制互动的生成机制,探讨其在制度设计、技术实现与社会支持三方面的消解路径。需要以协同治理为理念,实现效率与公平的平衡,在制度上构建包容性政策环境,明确渠道选择权与优化考核体系;在技术上推进人性化与包容性设计,强化无障碍功能与系统灵活性;在社会层面培育数字赋能与支持网络,弥合数字鸿沟与营造包容文化。
With the advancement of digital transformation in government and public institutions,the role of digital public services in enhancing the efficacy of public services has become increasingly prominent.However,issues gradually emerging in practice--such as compulsion regarding channels,operations,information,and consequences--are exacerbating inequality in service access and inhibiting social inclusiveness.Based on the three-dimensional analytical framework of“Institution-Technology-Society”,this paper examines the generation mechanisms of forced interaction and explores resolution paths across three aspects:institutional design,technological implementation,and social support.It is necessary to adopt collaborative governance as a philosophy to achieve a balance between efficiency and equity.Institutionally,this involves constructing an inclusive policy environment,clarifying the right to choose channels,and optimizing the evaluation system.Technologically,it requires promoting human-centric and inclusive design,while reinforcing accessibility functions and system flexibility.At the social level,it necessitates fostering digital empowerment and support networks to bridge the digital divide and create an inclusive culture.
