摘要
政务服务“跨省通办”是国家行政体制改革的重要组成部分,是推进国家治理现代化的内在需要,对于推动构筑区域协调发展格局、深化府际协同创新、增强人民群众获得感具有重要意义。同时,在政务服务“跨省通办”的改革进程中,目前仍面临由区域经济社会发展环境、府际协作水平和政务服务能力等多方面差距带来的发展梗阻。基于满足人民不断增长的美好生活向往之需求,未来需通过完善顶层设计、优化服务模式、加快技术赋能、推动治理创新等途径,持续深化政务服务“跨省通办”改革,为推进数字政府建设、优化营商环境、构建统一大市场持续释放效能。
The "inter-provincial government services" is an essential part of the reform of the national administrative system,an internal need to promote the modernization of national governance,and is of great significance to promote the construction of regional coordinated development pattern,deepen intergovernment collaborative innovation,and enhance people’s sense of gain.At the same time,the reform process of "inter-provincial government services" still faces obstacles caused by the differences in the regional economic and social development environment,the level of intergovernmental coordination and cooperation,and the ability of online government services.In order to meet people’s growing demand for a better life,it is necessary to continue to deepen the reform of "inter-provincial government services" by improving the toplevel design,optimizing service mode,accelerating technology empowerment,and promoting governance innovation in the future,so as to continuously release efficiency for promoting the construction of digital government,optimizing business environment and building a unified market.
