摘要
在“双碳”目标推动能源结构转型的背景下,核电与地方融合发展已从传统项目带动向多维度协同共生升级,但当前仍存在协同层次较浅、资源整合不足等问题。本文聚焦核电建设与地方融合发展的现状与新模式,其中新模式以“双向赋能、全域协同”为核心,涵盖多个维度:能源供给端构建“核电基荷+新能源+储能+绿氢”综合能源体系;产业赋能端通过高耗能绿电替代、产业链延伸与绿色交通升级推动地方产业转型;民生共享端依托核电供热供冷、海水淡化、码头共享等服务提升居民生活品质并助力乡村振兴;生态环保端以生态修复、海洋牧场建设与污染治理实现生态价值提升;创新探索核电特色文旅与地方国资参股模式,强化融合粘性。该模式可以为实现核电安全运营与地方经济、社会、生态高质量发展的双赢提供路径参考,对后续核电项目与地方深度融合具有示范意义。
Against the backdrop of the"dual carbon"goal promoting the transformation of energy structure,the integrated development of nuclear power and local areas has shifted from traditional project driven to multidimensional collaborative and symbiotic upgrading.However,there are still problems such as shallow collaboration levels and insufficient resource integration.This article focuses on the current situation and new models of nuclear power construction and local integrated development.The new model is centered on"two-way empowerment and global collaboration",covering seven dimensions:building a comprehensive energy system of"nuclear power base load+new energy+energy storage+green hydrogen"on the energy supply side;The industrial empowerment end promotes local industrial transformation through high-energy consumption green electricity substitution,industrial chain extension,and green transportation upgrading;The livelihood sharing platform relies on services such as nuclear power heating and cooling,seawater desalination,and dock sharing to improve residents'quality of life and assist in rural revitalization;Ecological value enhancement is achieved through ecological restoration,construction of marine pastures,and pollution control in the field of ecological environmental protection;Innovatively exploring the characteristic cultural tourism of nuclear power and the model of local state-owned asset participation,strengthening the integration stickiness.This model can provide a path reference for achieving a win-win situation between safe operation of nuclear power and highquality development of local economy,society,and ecology,and has demonstrative significance for the deep integration of subsequent nuclear power projects with local areas.
