摘要
基于乡村振兴战略“五个振兴”框架,系统解析林草政策的响应机制及实践路径。研究发现,林草政策通过构建产业振兴与生态振兴的双向价值转化、人才振兴与组织振兴的制度支撑、文化振兴与多维目标的价值共振等耦合机制,形成生态保护、经济发展与社会进步的协同体系。政策创新体现为从单一生态功能向系统安全建构、生态产业化、治理集成化及多元共治的范式转型,摆脱传统保护与发展的二元困境。然而,多维目标动态失衡、政策传导与技术赋能制约、文化赋能与社会资本困境、产权改革与价值实现梗阻等结构性矛盾仍需突破。研究提出构建多维政策整合体系、数字治理平台、产业赋能路径及市场化生态补偿机制等系统性优化路径,为完善林草政策赋能乡村振兴提供理论参照。
This study is based on the“Five Revitalizations”framework of the rural revitalization strategy,systematically analyzing the response mechanism and practical path of forestry and grassland policies.Research has found that forestry and grassland policies form a synergistic system of ecological protection,economic development,and social progress by constructing a two-way value transformation between industrial revitalization and ecological revitalization,effective institutional support for talent organization and governance,and value resonance between cultural revitalization and multidimensional goals.Policy innovation is reflected in the paradigm shift from a single ecological function to national security support,with ecological industrialization,integrated governance,and diversified co-governance as the core logic,to solve the dual dilemma of traditional protection and development.However,structural contradictions such as dynamic imbalance of multidimensional goals,constraints on governance effectiveness,and lagging institutional supply still need to be overcome.The study proposes a systematic optimization path,including the construction of a multidimensional policy integration system,a digital governance platform,and a market-oriented ecological compensation mechanism,to provide theoretical reference for improving forest and grass policies to empower rural revitalization.
