摘要
义务教育高质量发展既是义务教育适应经济社会高质量发展的客观要求,也是其自身发展阶段的自然趋向,表现为合规律性与合目的性的统一。义务教育高质量发展不仅涉及发展理念与目标的更新、发展范式的变革,也涉及教育资源利用的优化和体制机制转换。作为一种创新性政策概念,义务教育高质量发展有其特定内涵指向,为避免其内涵泛化,首先从学理上厘清“高质量发展”内涵,在此基础上,将“新发展理念”创造性地转化为义务教育发展愿景与方法路径,提出义务教育高质量发展应遵循“全面、均衡、绿色、协调、创新、开放,共享”发展的价值取向。从外部来看,义务教育高质量发展有赖政府、社会、家庭等不同主体在政策制定、资源分配、监督保障环节各司其职、各尽所能。从内部看,需要学校内部各要素的有序整合、高效运转。通过建设义务教育高质量发展的保障体系,协调好义务教育系统内外纵横关系,实现外推与内生力量的协同,增强义务教育管理体制、行政体制、学校教育体制与学校管理体制顶层设计与自我纠偏能力,推进义务教育持续性与纵深化的赋能、增效与提质。
The high-quality development of compulsory education is not only the objective requirement for compulsory education to adapt to the high-quality development of economy and society,but also the natural trend of its own development stage,which is manifested in the unity of regularity and purpose.The high-quality development of compulsory education involves not only the renewal of development ideas and objectives and the transformation of development paradigm,but also the optimization of the utilization of educational resources and the transformation of system and mechanism.As an innovative policy concept,the high-quality development of compulsory education has its specific connotation direction.In order to avoid its connotation generalization,we should first clarify the connotation of“high-quality development”from the academic theory,and on this basis,creatively transform the“new development concept”into the vision and method path of the development of compulsory education.It is proposed that the high-quality development of compulsory education should follow the value orientation of“all-round development,balanced development,green development,coordinated development,innovative development,open development,and shared development”.Externally,the high-quality development of compulsory education depends on the government,society,families,and other different subjects to perform their respective duties and do their best in policy-making,resource allocation,supervision,and guarantee.Internally,it needs the orderly integration and efficient operation of various elements within the school.By building a guarantee system for the high-quality development of compulsory education,it is beneficial to coordinate the internal and external vertical and horizontal relations of the compulsory education system,realize the coordination of extrapolation and endogenous forces,enhance the top-level design and self correction ability of the compulsory education management system,administrative system,school education system and school management system,and promote the empowerment,efficiency and quality improvement of the sustainability,and vertical deepening of compulsory education.
