摘要
基层社区灾害预警是城市韧性建设的关键环节,但是,传统预警体系面临信息不对称、信任缺失等问题。区块链技术凭借去中心化、不可篡改与可追溯特性,为重构社区灾害预警信任机制提供了技术可能。文章以区块链技术为支撑,结合博弈论构建居民参与行为模拟模型,分析社区灾害预警中多方主体的策略互动,揭示信任机制的形成机理。研究发现,区块链技术可显著提升预警信息的可信度,而博弈论框架下的居民参与策略演化表明,激励机制设计是破解“搭便车”困境的关键。为基层应急管理提供理论支持与实践路径。
Grassroots community disaster warning is a crucial link in urban resilience construction.However,traditional warning systems encounter issues such as information asymmetry and a lack of trust.Leveraging its decentralized,tamper-proof,and traceable features,blockchain technology offers a technological possibility for reconstructing the trust mechanism in community disaster warning.Supported by blockchain technology,this paper constructs a resident participation behavior simulation model in combination with game theory to analyze the strategic interactions among multiple entities in community disaster warning and reveal the formation mechanism of the trust mechanism.The study finds that blockchain technology can significantly enhance the credibility of warning information.Moreover,the evolution of resident participation strategies within the game theory framework indicates that incentive mechanism design is the key to overcoming the"free-rider"dilemma.This research provides theoretical support and practical pathways for grassroots emergency management.
