摘要
在数字经济时代,新质生产力与数字化转型共同构成制造业高质量发展的核心驱动力。文章深入剖析柳州制造业在高质量发展进程中面临的主要问题,概括新质生产力赋能制造业高质量发展的基本框架,并构建“动能-要素-结构”三位一体的理论模型;基于新质生产力与制造业高质量发展的评价指标体系,从政府、企业、高校三大主体视角提炼出六大核心赋能要素;最后提出“校政企三方协同,点线面逐步引领”的系统实施策略,并给出具有可操作性的对策建议。文章不仅丰富了新质生产力与区域经济转型的相关理论,也为地方政府制定产业政策、制造企业优化转型路径、高等院校创新人才培养模式提供了有益参考。
In the era of digital economy,new quality productive forces and digital transformation jointly constitute the core driving force for the high-quality development of the manufacturing industry.This paper deeply analyzes the main challenges faced by Liuzhou’s manufacturing sector in its high-quality development process,outlines the basic framework through which new quality productive forces empower this development and constructs a trinity theoretical model of“kinetic energy-elements-structure”.Based on the evaluation indicator system for new quality productive forces and high-quality manufacturing development,six core empowering elements were identified from the perspectives of three key stakeholders:government,enterprises and universities.Finally,a systematic implementation strategy of“tripartite collaboration among universities,government and enterprises,with gradual guidance at points,lines and surfaces”was proposed,along with actionable recommendations.This paper not only enriches the theories related to new quality productive forces and regional economic transformation but also provides valuable references for local governments in formulating industrial policies,for manufacturing enterprises in optimizing transformation paths and for higher education institutions in innovating talent cultivation models.
