摘要
科技金融作为科技创新与金融资本深度融合的产物,是实现经济高质量发展的重要引擎。河南亟需通过科技金融创新培育新质生产力。文章以河南科技金融发展为研究对象,探讨其发展现状、核心问题及解决方案,旨在为区域科技金融生态建设提供理论支撑与实践参考。研究发现河南科技金融发展面临多重瓶颈:一是政策体系与立法支撑不足。二是金融产品与服务创新滞后。三是风险分担机制不健全。四是数据共享与配套服务薄弱。五是复合型人才与专业化机构短缺。针对问题文章提出以下对策:一是构建法治化政策体系。二是深化金融服务模式创新。三是完善分层风险分担机制。四是夯实数字化基础设施。五是强化人才与机构能力建设。
As a product of the deep integration of scientific and technological innovation and financial capital,science and technology finance is an important engine for achieving high-quality economic development.It is urgent for Henan Province to cultivate new quality productive forces through scientific and technological financial innovation.This paper takes the development of science and technology finance in Henan Province as the research object,discusses its development status,core problems and solutions,and aims to provide theoretical support and practical reference for the ecological construction of regional science and technology finance.The study finds that the development of science and technology finance in Henan faces multiple bottlenecks.First,the policy system and legislative support are insufficient.Second,the innovation of financial products and services is lagging behind.Third,the risk-sharing mechanism is not perfect.Fourth,data sharing and supporting services are weak.Fifth,there is a shortage of compound talents and specialized institutions.In response to these problems,this paper proposes the following countermeasures.First,build a law-based policy system;second,deepen the innovation of financial service models;third,improve the hierarchical risk-sharing mechanism;fourth,consolidate digital infrastructure;fifth,strengthen talent and institutional capacity building.
