系统思维视角下的水环境综合治理与运营策略探析

摘要 在传统城市建设理念的影响下,城市建设高强度开发,由此也引发了城市水环境的一系列问题,水环境恶化已然成为我国生态、社会和经济可持续发展的“瓶颈”。基于此,国家自“十三五”以来大力推进城市水环境综合治理,在黑臭水体治理、海绵城市建设、污水管网提质增效、农村污水治理等领域取得了突出成果。“十四五”以来,国家将着力推动水生态环境保护由污染治理为主向水资源、水生态、水环境协同治理、统筹推进转变。从系统思维的角度,就水环境综合治理的现状、水环境项目的运营问题及解决方案三个方面展开论述,通过重新审视水环境运营的内涵,立足于项目又不局限于项目本身,融合城市水系统视角来整体构建水环境运营体系,以系统化、规模化、智慧化和资源化为路径,实现水环境项目的精益运营,创造生态环境长效价值。 Under the influence of traditional urban development concepts,intensive urban construction has led to a series of issues in the urban water environment.The deterioration of water quality has become a bottleneck constraining the sustainable ecological,social,and economic development of China.Against this backdrop,since the 13th Five-Year Plan period,the state has vigorously promoted comprehensive urban water environment management,achieving remarkable results in areas such as black and malodorous water body treatment,sponge city construction,sewage pipe network quality enhancement,and rural wastewater management.Since the 14th Five Year Plan period,the national focus has shifted from pollution control alone to the coordinated management and integrated advancement of water resources,water ecology,and water environment.From the perspective of systematic thinking,this paper discusses the current state of comprehensive water environment management,operational challenges in water environment projects,and potential solutions.By reexamining the essence of water environment management and adopting a holistic urban water system perspective grounded in yet transcending individual projects-this study aims to construct an integrated operational framework for the water environment.Through systematic,scalable,smart,and resource recovery approaches,it seeks to achieve lean operation in water environment projects and generate long-term value for the ecological environment.
