摘要
建立和完善关键核心技术攻关的新型举国体制是我国解决“卡脖子”问题和实现科技自立自强的必然要求。但是当前的新型举国体制理论研究深度不足,无法有效回应国内外的有关争议。本研究从创新发展的视角提出了新型举国体制的理论基础,并建构了“国家意志—国家能力—互动机制”的理论分析框架,认为危机驱动下形成的国家意志是实施新型举国体制的重要前提,在强大的国家能力保障下,政府与市场、公共部门与私人部门形成动态调整的互动机制,从而促使新型举国体制的制度优势转化为国家创新发展的优势。
The establishment and improvement of the new system for mobilizing resources nationwide to achieve breakthroughs in core technologies in key fields is an inevitable requirement for China to deal with"key areas and stranglehold problems"and to achieve self-reliance and strength in science and technology.However,the theoretical research on the new system for mobilizing resources nation-wide is not deep enough to effectively respond to the controversies at home and abroad.This study proposes the theoretical foundation of the new system for mobilizing resources nationwide from the perspective of innovation development,and constructs the theoretical analy-sis framework of"national will-national capacity-interactive mechanism',arguing that crisis-driven national will is the important premise for the implementation of the new system for mobilizing resources nationwide,and that under the guarantee of strong national capacity,the government and the market,the public sector and the private sector will form a dynamic adjustment of the interactive mechanism,which will transform the institutional advantages of the new system for mobilizing resources nationwide into the advantages of national innovation and development.
