摘要
宅基地制度改革是一项具有深远意义的重要举措,与农民切身利益紧密相连,对农村的发展格局及乡村的全面振兴和城乡共同富裕起着重要作用。在乡村振兴战略实施背景下,农村宅基地制度改革的深化推进与乡村社会转型形成叠加效应。农民群体不仅面临生产要素重组带来的经济压力,还需应对社会关系网络重构引发的适应性危机。基于国内外相关文献,系统梳理了宅基地退出对农村居民福祉影响的相关研究脉络,从宅基地退出意愿、机制设计、政策效应以及福祉测度等维度展开综述。研究发现:(1)现有研究多聚焦于宅基地退出的意愿与行为机制,对其福祉效应的系统性分析相对不足;(2)研究方法以横截面数据为主,缺乏动态追踪与因果识别;(3)研究区域集中于东部发达地区,缺乏对中西部地区的比较分析;(4)福祉测度多集中于经济层面,忽视社会、心理与环境等主观福祉维度。未来研究应加强纵向追踪数据建设,拓展福祉的多维测度,结合乡村振兴战略,构建“制度—行为—福祉”一体化分析框架,为宅基地制度改革提供更具针对性的政策建议。
The reform of the homestead system is a significant measure of far-reaching importance,closely linked to the vital interests of farmers.It plays a crucial role in the development pattern of rural areas,the comprehensive revitalization of the rural area,and the common prosperity of urban and rural areas.Under the background of the implementation of the rural revitalization strategy,the deepening and advancement of the rural homestead system reform and the social transformation of rural areas have formed a superimposed effect.The peasant group not only faces economic pressure brought about by the reorganization of production factors,but also needs to deal with the adaptive crisis triggered by the reconstruction of social relationship networks.Based on relevant domestic and foreign literature,the research context of the impact of homestead withdrawal on the well-being of rural residents is systematically sorted out,and a review is conducted from the dimensions of homestead withdrawal willingness,mechanism design,policy effects,and well-being measurement.The research findings were as follows:①Existing studies mostly focused on the willingness and behavioral mechanisms of homestead withdrawal,and systematic analysis of its well-being effects was relatively insufficient;②The research method mainly relied on cross-sectional data,lacking dynamic tracking and causal identification.③The research areas were mainly concentrated in the developed eastern regions,lacking comparative analysis of the central and western regions.④The measurement of well-being mostly focused on the economic aspect,neglecting subjective well-being dimensions such as society,psychology and the environment.Future research should enhance the construction of longitudinal tracking data,expand the multi-dimensional measurement of well-being,and in combination with the rural revitalization strategy,build an integrated analysis framework of"systembehavior-well-being"to provide more targeted policy suggestions for the reform of the homestead system.
