摘要
科研诚信是医学科技创新高质量发展的基石,对医学研究质量和医疗技术进步具有导向性作用。然而,近年来医疗领域内科研诚信问题频繁发生,诚信体系建设面临严峻挑战。国家自然科学基金委员会2019—2024年通报了203起学术不端案件,揭示了学术造假、项目违规申报、科研经费滥用等成为高发问题。这些学术不端行为的产生既有科研人员个体道德失范、诚信意识薄弱等内在诱因,也源于“唯论文、唯帽子”评价体系和监管机制不健全等外在因素。我国医学科研诚信体系目前仍存在一定缺陷,医疗机构在科研诚信管理中主体责任不明确,普遍缺乏系统有效的监督和教育机制。因此,需要采取构建全方位的科研诚信法律和制度体系、改革科研评价体制机制、深化科研诚信文化建设等综合治理策略,进一步完善医学科研诚信体系建设。同时,积极对接国际科研诚信规范,运用人工智能等新兴技术提升科研诚信精细化管理水平,保障相关制度的有效执行,不断推动医学科技创新健康可持续发展。
Research integrity serves as the cornerstone for high-quality development of medical science and technology innovation.It exerts a guiding influence on the quality of medical research and the advancement of medical technologies.However,incidents compromising research integrity within the medical field have occurred frequently in recent years,presenting severe challenges to the construction of integrity systems.The National Natural Science Foundation of China publicly disclosed 203 cases of academic misconduct from 2019 to 2024,revealing prevalent issues including academic fraud,in project application violations,and misuse of research funds.The emergence of such misconduct stems from a combination of internal factors,such as individual ethical lapses and weak integrity awareness,and external drivers,including sole“focus on papers and titles”,and the deficiency within evaluation and regulatory systems.There are still certain defects in the current medical research integrity system in China,coupled with the ambiguous primary responsibility of medical institutions in research integrity management and a widespread lack of systematic,effective oversight and educational mechanisms.Therefore,it’s essential to adopt comprehensive governance strategies,including establishing an all-encompassing legal and institutional framework for research integrity,reforming the scientific research evaluation system and mechanisms,and deepening the culture of research integrity.These measures will further improve the integrity system construction in medical research.Concurrently,efforts should focus on actively engaging with international norms for research integrity and leveraging emerging technologies such as artificial intelligence to enhance the refined management of research integrity.This will ensure the effective implementation of relevant regulations and continuously promote the healthy and sustainable development of medical science and technology innovation.
