摘要
本文聚焦于运用精细化管理理念解决当前医疗设备政府采购市场调研中存在的关键问题。针对调研方法局限、需求目标不明、流程规范缺失、采管衔接不畅、数据准确性不足等粗放式管理弊端,结合《政府采购需求管理办法》要求,系统性地探索优化路径:①确保市场调研严格遵循政策,落实主体责任,实施精细化需求管理(如设立需求审核小组);②通过政策引导,规范调研流程,构建标准体系,提升透明度与信息化水平,组建专业专家库,实现调研环节的精细化管控;③构建科学、可操作的市场调研评估指标体系(涵盖性能、成本效益、售后服务等核心指标,并建立动态权重机制),为评估提供精细化工具。研究旨在提升医疗设备采购的科学性、合规性与经济性,为采购决策提供精细化依据,推动医院高质量发展。
This study applies a fine-management framework to rectify critical deficiencies in pre-procurement market research for government-purchased medical devices.Conventional practice is hampered by rudimentary methodology,ill-defined clinical-technical requirements,non-standardized workflows,fragmented procurement-administration interfaces,and sub-optimal data fidelity.Aligning with the Administrative Measures for Government Procurement Demand Management,we propose a tripartite optimization framework.First,stringent policy compliance and accountability are ensured through fine-grained demand governance,exemplified by the institution of multidisciplinary demand-review panels.Second,policy-driven standardization is leveraged to establish transparent,IT-enabled workflows,a normative operational system,and a certified expert repository,thereby achieving precision control of each research step.Third,a scientifically robust and operationally viable evaluation index system—encompassing performance,cost-effectiveness,and post-market support—is constructed with a dynamic weighting algorithm to refine assessment accuracy.The objective is to enhance the scientific rigor,regulatory conformity,and cost-effectiveness of medical-device procurement while furnishing fine-scaled evidence for decision-making,ultimately propelling high-quality hospital development.
