摘要
针对当前基层医院存在的人才结构失衡、人才政策吸引力不足、人才培养成效欠佳及人才流失加剧等现实问题,以基层医院人才培养实践需求与高质量发展导向为核心,提出完善人才保障机制、健全多元激励体系、强化分层分类培训与继续教育供给、加大科研创新支持力度等多维度、多路径优化策略,旨在为有效推进基层医院人才队伍建设、全面提升其医疗服务能力与整体发展水平提供实践参考。
In view of the practical challenges currently faced by primary-level hospitals,including the imbalance in talent structure,insufficient attractiveness of talent policies,suboptimal effectiveness of talent development initiatives,and the worsening brain drain.Then,centering on the practical needs of talent cultivation in primary-level hospitals and the orientation toward high-quality development,it proposes multi-dimensional and multi-path optimization strategies.These strategies encompass improving talent security mechanisms,refining diversified incentive systems,strengthening the provision of hierarchical and category-specific training as well as continuing education,and increasing support for scientific research and innovation.The research aims to provide practical references for effectively advancing the development of talent teams in primary-level hospitals and comprehensively enhancing their medical service capabilities and overall development standards.
