摘要
资源环境约束日益成为制约乡村产业高质量发展的重要因素。然而,环境规制作为解决环境保护与产业发展矛盾的主要手段,其促进还是抑制乡村产业高质量发展?学界尚未有明确结论。因此,聚焦乡村产业高质量发展的动态演进视角,探究环境规制对乡村产业高质量发展的影响途径、效应及机制。研究发现,环境规制能有效促进乡村产业高质量发展。从单一维度来看,环境规制对横向聚合、农户嵌入、组织协同、农村优先、双向畅通、物质富裕及精神富裕均具有较为显著的正向促进作用;从全维度来看,除组织协同外,环境规制对乡村产业高质量发展的动态演进过程均具有显著影响,且除对双向畅通和精神富裕呈现一定抑制作用外,对多数动态演进过程均具有正向的促进作用。为此,提出推动“有益生态+有效市场+有为政府+有利农民”更好结合,精准发力补短板、重点突破强产业,扎实推进乡村产业高质量发展的路径及措施。
Resource and environmental constraints are becoming critical factors limiting the high-quality development of rural industries.However,there is no clear consensus on whether environmental regulations promote or inhibit this development,given their role as a primary means of addressing the conflict between environmental protection and industrial growth.Therefore,it is necessary to focus on the"dynamic evolution"perspective of high-quality development of rural industries,and explore the impact,effects,and mechanisms of environmental regulations on the high-quality development of rural industries.The research finds that:environmental regulations can effectively promote high-quality development in rural industries.From the perspective of single-dimensional regulatory effects,environmental regulation has a significant positive promotion effect on horizontal aggregation,farmer embeddedness,organizational coordination,rural priority,two-way smoothness,material prosperity and spiritual prosperity;from the perspective of full-dimensional regulatory effects,both organizational collaboration and environmental regulation have a significant impact on the dynamic evolution process of high-quality development of rural industries.In addition to the certain inhibitory effect on two-way smoothness and spiritual prosperity,it has a positive impact on most dynamic evolution processes.It is proposed to promote a better combination of"beneficial ecology+effective market+promising government+beneficial farmers",make precise efforts to make up for shortcomings,focus on breakthroughs in strong industries,and solidly promote the high-quality development of rural industries.
