摘要
本文以医院临床绩效管理体系为切入点,阐述基于“国家三级公立医院绩效考核(简称国考)”为导向的医院临床绩效考核管控体系的构建目的、可行性、局限性,从事前、事中、事后3个阶段深度探究构建考核体系的主要思路,搭建以相关价值刻度为根本的工作量考核框架,研究分析持续优化、细化绩效考核体系的相关对策,以期最大限度帮助医院获取理想的经济效益和社会效益,实现其持续化、稳定化发展。
This article takes the hospital clinical performance management system as the starting point,expounds the purpose,feasibility and limitations of the construction of the hospital clinical performance appraisal management and control system based on the'national tertiary public hospital performance appraisal(referred to as the national exami-nation)'-oriented hospital clinical performance appraisal management and control system,and engages in the three stages before,during and after the event.In-depth exploration of the main ideas of constructing the assessment sys-tem,build a workload assessment framework based on the relevant value scale,study and analyze the relevant counter-measures for continuous optimization and refinement of the performance appraisal system,in order to help the hospital to obtain the ideal economic and social benefits to the maximum extent,and realize its sustainable and stable develop-ment.
