社会力量参与县级公共图书馆高质量发展的实践与探索——以临沭县图书馆为例

Practice and Exploration of Social Forces Participating in the High-Quality Development of County-Level Public Libraries-Taking Linshu County Library as an Example

摘要 该文旨在为县级公共图书馆高质量发展提供多元路径参考,聚焦社会力量参与这一核心议题,通过案例分析与经验总结法,系统探究其作用与实践路径。研究从硬件设施建设、软件资源优化、运营管理升级、服务场景拓展4个维度,剖析社会力量的参与价值,以山东临沭县图书馆为实践样本,分析其在新型阅读空间打造、特色项目开展等方面的协同成果,同时借鉴济南“泉民夜校”、中山“香山书房”等国内先进经验。结果表明,社会力量可有效补充县级馆资源短板、创新服务模式。建议进一步明确三方权责,优化政策环境,拓展合作业态,释放志愿价值,构建多元协同的发展格局。 This article aims to provide diversified path references for the high-quality development of county-level public libraries,focusing on the core issue of social force participation.Through case analysis and experience summarization,it systematically explores its role and practical path.Analyze the value of social forces'participation from four dimensions:hardware facility construction,software resource optimization,operational management upgrade,and service scenario expansion.Using the Linshu County Library in Shandong Province as a practical sample,analyze its collaborative achievements in creating new reading spaces and carrying out characteristic projects.At the same time,we will draw on advanced domestic experiences such as Jinan's"Quanmin Evening School"and Zhongshan's"Xiangshan Study".The results indicate that social forces can effectively supplement the shortcomings of county-level public libraries'resources and innovate service models.The conclusion proposes the need to clarify the rights and responsibilities of the three parties,optimize the policy environment,expand cooperation formats,unleash volunteer value,and build a diversified and collaborative development pattern.
