摘要
随着我国城镇化进程的加快,盘活农村闲置宅基地、提高农村土地利用效率成为重要议题。尽管2019年新修订的《土地管理法》首次确立了宅基地退出机制,但在实践中仍存在退出规范不够细致、缺少完整的配套退出机制、补偿标准不合理等一系列问题,亟需完善宅基地退出机制,以最大程度保护农民的合法权益。
With the acceleration of urbanization in China,revitalizing rural idle homesteads and improving the efficiency of rural land use have become important issues.Although the newly revised Land Administration Law of 2019 established a homestead exit mechanism for the first time,such problems as insufficiently detailed exit regulations,lack of a comprehensive supporting exit mechanism,and unreasonable compensation standards still persist in practice.There is an urgent need to improve the homestead exit mechanism to protect the legitimate rights and interests of farmers to the greatest extent.
