摘要
在现代社会“向上发展”的过程中,低空产业对生产、投资和消费的牵引作用正逐步显现,并由此成为科技革命4.0时代赋能社会经济增长的全新抓手。作为一种新型空间经济形态,低空产业在为经济发展带去机遇的同时,也为公共治理创新和空间资源分配带去了挑战。为推动低空规划、低空场景和低空技术三项基础要素与社会治理相适配,全社会亟须通过一个外部框架重塑其对空域的认知体系与实践方式。重塑的过程应以“发展优先”为价值导向,在“低空为民”和“低空协同”两大原则的指导下,明确战略规划、改革空域管理、完善产业促进、落实全面监管,逐步塑成“天地人”一体协同的低空治理新格局。
In the process of"upward development"in modern society,the low-altitude industry is increasingly demonstrating its driving role in production,investment,and consumption,thereby emerging as a new lever for empowering socio-economic growth in the era of Industry 4.0.As a novel form of spatial economy,while the low altitude industry is creating new opportunities for economic development,it also poses fresh challenges for public governance and spatial resource allocation.To facilitate the integration of low-altitude planning,applications and technologies with societal governance,the cognitive framework and operational approach toward airspace of the society'ssocial must be restructured,through an external framework.This restructuring should be guided by a"development-first"value orientation and grounded in the dual principles of"low-altitude for the people"and"low altitude coordination".It requires the formulation of clear strategic plans,reform of airspace management systems,improvement of industrial promotion mechanisms,and implementation of comprehensive supervision measures-ultimately fostering a new governance paradigm characterized by the integrated coordination of"sky,land,and people".
