摘要
警务数据是公安机关在履职过程中采集和获取的与维护公共安全相关的信息。个人信息是警务数据的重要组成部分,警务活动不可避免地会处理大量个人信息。警务活动中重视个人信息保护有助于公安机关履行法定职责,实现公共安全目标。分析警务数据治理的现状及问题可以得出,运用体系化思维,通过完善警务数据治理的顶层规划、立法规制、执法规范和数据监管等,可以提高警务数据整体安全防护水平,提升现代警务效能,推进警务数据治理中个人信息保护的法治化。
Police data refers to the information collected and obtained by law-enforcement agencies in their duties related to public security.Personal information is a crucial component of police data,and law-enforcement activities inevitably involve the handling of substantial amounts of personal data.Prioritizing personal information protection within police activities aids law-enforcement agencies in fulfilling their legal responsibilities and achieving public security objectives.An analysis of the current state and issues in police data governance reveals that employing a systematic approach—through the enhancement of top-level planning,legal regulations,law-enforcement standards,and data supervision—can significantly improve the overall security and protection of police data.This,in turn,enhances the effectiveness of modern policing and advances the rule of law in personal information protection within police data governance.
