摘要
大数据应用在案件侦破、社区治安、公共服务、交通监管等方面都存在巨大的利用空间,从而帮助警务人员及时有效地预测险情,通过建立预测分析模型等方法,及时发现公共安全隐患,实现精准打击。但是,大数据应用不可避免地会引发信息安全、数据权利、知识产权、司法管辖等新的法律问题。为了能够更好地运用大数据系统,实现警务工作向更高端的数据化转型,必须从技术、标准、法律、管理等多角度,依据国家法律与政策,结合公安工作实际,认清并解决大数据在实际应用中的相关问题,以消除我国公安大数据在应用方面的障碍。
There is potential value for the big data technologies to be used in the area of investigation, community services, public service, traffic control, and so on. Police officers can predict the danger in a timely and effective way, discover the hidden dangers of public security in time and achieve precise strike by establishing prediction analysis model. However, the application of the big data technologies itself gives rise to some new legal problems such as information security, data rights, intellectual property, and jurisdiction. To make full use of the big data system and turn policing work into a higher level, we should identify and solve problems related to big data in practical application by taking the points of the technology, standard, the law and the management, obeying the law and the policy of our country, and combining with the actual condition of the policing,to eliminate the obstacles in the application of big data technologies.
