高等教育、科技、人才一体推进的世界经验与中国证据 被引量:1

The Integrated Development of Higher Education,Technology and Talents:Global Experience and Chinese Evidence

摘要 教育科技人才一体推进是中国式现代化的基础性、战略性支撑。基于教育科技人才一体化循环系统理论,从“高等教育发展”、“科技创新”、“人才引领”三个维度构建指数,考察2012-2022年全球170个国家(地区)的教育、科技、人才发展格局与“三位一体”耦合情况。研究结果显示,全球高等教育、科技、人才发展指数整体呈优化态势,2022年我国综合排名跃居全球第16位,形成“高等教育领跑、科技并跑、人才跟跑”的格局。高等教育、科技、人才综合发展前列国家(地区)普遍表现出高水平一体化特征,近十年我国高等教育、科技、人才系统间耦合协调等级由初级协调提升为中级协调,位次由全球第24位上升至第16位,各系统内部展现强劲协同发展动能,但人才内部协同效应亟待加强。借鉴世界经验,结合中国证据,我国应强化教育科技人才一体推进战略导向,坚持系统观念,统筹要素聚集,巩固高等教育领跑优势,追赶科技差距,重点补齐人才短板。 The promotion of the integration of education,technology and talents serves as a foundational and a strategic support for Chinese modernization.Based on the theory of the integrated circulation system for education,technology and talents,this study constructs an evaluation index system across three dimensions—"higher education development,""technological innovation,"and"talent leadership"-to explore global developments in education,technology and talents,along with their integration,in 170 countries(regions)between 2012 and 2022.The findings reveal a trend of overall optimization in the development index for global higher education,technology and talents.In 2022,China achieved the 16th-place global ranking,demonstrating a configuration characterized by"leading higher education,keeping pace with technology,and catching up in talent cultivation."Leading countries(regions)showcased high-level integrated development across all the three domains.In the past decade,China's inter-systemic coordination advanced from the preliminary level to the intermediate level,with its global ranking rising from the 24th to the 16th.China demonstrated robust inter-systemic synergies,but there was a pressing need to boost collaboration within the talent pool.Based on international practices and domestic evidence,China needs to reinforce its strategy-oriented integration of education,technology and talents,adhere to the concept of systematization,optimize resource allocation,consolidate its leading position in higher education,narrow technological gaps,and focus on remedying shortcomings in talent cultivation.
