摘要
把握政务数字化建设机遇对推动城市绿色转型与可持续发展具有重要现实意义,但政务数字化与城市绿色经济发展的作用机制仍需实证研究。研究基于长三角地区40个城市数据,运用熵值法、固定效应模型等探讨政务数字化对城市绿色经济发展的影响及作用机制,发现:政务数字化显著推动长三角城市绿色经济发展,经多重稳健性检验后结论依然成立;该促进效应存在异质性,不同发展水平和地区分布的城市效果差异明显,其中安徽省提升效果最显著;中介效应表明,政务数字化通过提高公众参与程度促进绿色经济发展。研究据此提出建议:因地制宜推进城市差异化发展、加强数字基础设施建设、实施多主体共治以强化政务数字化对长三角绿色经济发展的积极影响。
Seizing the opportunity of government affairs digitalization construction holds significant practical implications for promoting urban green transformation and sustainable development.However,the mechanism through which government affairs digitalization interacts with urban green economic development still requires empirical investigation.This study analyzes data from 40 cities in the Yangtze River Delta and employs the entropy method,fixed effect model and other techniques to examine the impact and mechanism of government affairs digitalization on urban green economic development.The findings reveal that government affairs digitalization demonstrates a significant promoting effect on urban green economic development in the Yangtze River Delta,with this conclusion holding true through multiple robustness tests.Heterogeneity of the promoting effects indicates obvious differences across cities with varying development levels and geographical distributions,among which the promoting effect of Anhui Province is the most significant.Mediating effect analysis suggests that government affairs digitalization facilitates urban green economic development by enhancing public participation.The study concludes with policy recommendations emphasizing differentiated urban development strategies tailored to local conditions,strengthened digital infrastructure construction,and implementation of multi-stakeholder governance mechanisms to amplify the positive impact of government affairs digitalization on green economic development in the Yangtze River Delta.
