“双碳”背景下浙江省天然气市场发展现状及策略建议

Current Status and Strategic Recommendations for Development of Zhejiang's Natural Gas Market under Background of "Dual Carbon Goals"

摘要 在“双碳”目标背景下,天然气高效、低碳、灵活的特性,决定了其过渡能源的地位和在新型能源体系中的作用。浙江省虽然经济发展强劲,但能源消费结构中,煤炭占比超过40%,天然气占比仅7%,与其“十四五”规划目标差距显著,面临降煤减碳的巨大压力,低碳转型任务艰巨。浙江省天然气市场高质量发展面临资源对外依存度高、储气调峰能力薄弱、管输体系效率偏低、市场机制不完善等诸多挑战,不过存在挑战的同时,也面临着政策推动、需求增长、资源供应趋于宽松、气电调峰需求上升等多重机遇。研究认为:浙江省需通过提升国产和自有资源供给率、优化管网与储气设施布局、推进管输体系扁平化改革、完善市场机制、构建“风-光-气-储”多能互补模式、数字技术赋能及推进CCUS技术进步等策略,强化天然气在工业替代、交通运输、电力调峰等领域的应用,推动新型能源体系建设,实现天然气高质量发展,为东南沿海省份提供可借鉴的低碳转型路径。 Under the background of the"dual carbon goals",the efficient,low-carbon,and flexible characteristics of natural gas determine its status as a transitional energy and its role in the new energy system.Although Zhejiang Province has a strong economic development,its energy consumption structure is dominated by coal accounted for over 40%,and natural gas accounted for 7%,which is significantly lower than the target in its 14th Five-Year Plan.It is facing huge pressure to reduce coal consumption and carbon emissions,and the task of low-carbon transition is arduous.The high-quality development of the natural gas market in Zhejiang Province is confronted with numerous challenges,including high dependence on foreign resources,weak gas storage and peak shaving capacity,inefficient pipeline transportation systems,and an imperfect market mechanisms.However,these challenges also present multiple opportunities,including policy support,growing demand,easing resource supply,and rising demand for gas electricity peak shaving.The study suggests that Zhejiang Province needs to strengthen the application of natural gas in industrial substitution,transportation,and power peak shaving and other fields by increasing the supply rate of domestically produced and selfowned resources,optimizing the layout of pipeline networks and gas storage facilities,promoting the flattening reform of the pipeline transportation system,improving market mechanisms,building a"wind-solar-gas-storage"multi-energy complementary model,empowering digital technology,and promoting CCUS technology advancement.This will promote the construction of a new energy system,achieve high-quality natural gas development,and provide a reference for the low-carbon transition path for the southeastern coastal provinces.
