摘要
党的十八大以来,随着全面从严治党的推行和全面依法治国的推进,我国逐步构建起以党内问责为主导、监察问责为中心、行政问责为配合的一体化问责体系。但是受到党内问责和行政问责内涵不统一、依据不衔接、标准难对接、责任不均衡等因素的影响,问责实践中问责的精准性、公正性、严肃性等仍有待提升。解决这些问题,需要在党政协同的新型政党关系下推进党内问责和行政问责,实现精准问责、规范问责、党政同责,增强问责的严肃性和公信力,确保权力在法治轨道上运行。
Since the 18th National Congress of the Communist Party of China,with the implementation of comprehensive and strict governance over the Party and the advancement of law-based governance throughout the country,China has gradually established an integrated accountability system with intra-Party accountability as the mainstay,supervision and accountability as the core,and administrative accountability as the complement.However,due to factors such as the inconsistent connotations,uncoordinated bases,difficult-to-match standards and unbalanced responsibilities of intra-Party and administrative accountability,the accuracy,fairness,and seriousness of accountability in practice still need to be improved.To address these issues,it is necessary to promote intra-Party and administrative accountability under the new type of Party-government relationship featuring Party-government coordination,achieve precise,standardized accountability and shared responsibility of the Party and the government,enhance the seriousness and credibility of accountability,and ensure that power operates within the framework of the rule of law.
