基于多类型虚拟电厂协同及交易结算的配电网弹性提升策略

Resilience Enhancement Strategy for Distribution Networks Based on Coordination and Transaction Settlement of Multiple Types of Virtual Power Plants

摘要 提出一种基于多类型虚拟电厂(VPP)协同与交易结算优化的配电网弹性提升策略。首先,构建多类型VPP参与电网调度与电力交易的全流程管理框架。其次,设计VPP参与供电恢复的交易结算机制,其激励单价由申报响应量与实际响应量共同确定。进而,建立灾前-灾后协同的双层供电恢复模型:灾前以最小切负荷为目标,优化VPP响应量并上报;灾后根据实际与预测偏差调整响应方案、网络重构及应急资源调度。最终,结算灾害阶段的激励费用。基于改进IEEE-33节点系统的仿真结果表明,所提策略可有效提升配电网灾后供电恢复弹性,并通过合理激励促进VPP积极参与恢复过程。 This paper proposes a distribution network resilience enhancement strategy based on the coordination of multiple types of VPPs and the optimization of transaction settlement.First,a full-process management framework for the participation of multiple types of VPPs in grid dispatch and electricity trading is constructed.Second,a transaction settlement mechanism for VPPs participating in power supply restoration is designed,where the incentive unit price is determined by both the declared response quantity and the actual response quantity.Furthermore,a two-layer power supply restoration model with pre-disaster and post-disaster coordination is established:in the pre-disaster stage,the model aims to minimize load shedding,optimizes the VPPs'response quantities,and reports them to the dispatch center;in the post-disaster stage,the response plan,network reconfiguration,and real-time dispatch of emergency resources are adjusted based on the deviation between actual and predicted values.Finally,incentive payments for the disaster phase are settled.Simulation results based on a modified IEEE 33-node system show that the proposed strategy can effectively enhance the postdisaster power supply restoration resilience of the distribution network and promote the active participation of VPPs in the restoration process through reasonable incentives.
