摘要
基于区域间经济发展不平衡、政府财政投入差异、内部体系结构与监督体系的不完善等原因,导致我国学前教育机构质量参差不齐。探究其属性,明确政府在学前教育供给中应当在补充协调市场机制力所不及之处的同时发挥主导作用。同时针对学前教育区域、城乡资源差异、不同市场目标与不同政策下各类型学前教育机构价格差异、质量差异等问题,提出遵循政府主导下与市场协同供给、政府适度管制与市场有限竞争相融合的方式来处理现阶段面临的问题,以实现儿童为本、达成“普惠”与“高质”并存的学前教育体系目标。
Disparities in regional economic development,uneven government fiscal investments,and inadequacies in institutional structures and oversight mechanisms have resulted in inconsistent quality across China's preschool education institutions.By analyzing its inherent attributes,this study clarifies that the government should assume a leading role in preschool education provision,supplementing and coordinating market mechanisms where they fall short.To address challenges such as regional and urban-rural resource gaps,price and quality variations among institutions under differing market objectives and policies,this research proposes a dual approach:integrating government-led and market-collaborative supply mechanisms,and balancing moderate regulation with limited market competition.These strategies aim to establish a child-centered preschool education system that harmonizes universal access with high-quality standards.
