摘要
韧性城市在概念上的包容性,既加速了相关政策的扩散,也容易导致其被用于不同的政策议程而失去焦点。为进一步了解当前中国韧性城市政策所建构的价值、行动与目标,对当前围绕这一概念开展的政策实践进行系统性梳理实属必要。本研究基于地方政策、官媒文章、官员访谈、活动报道等,对中国韧性城市政策进行阐释性话语分析。结果显示,中国韧性城市政策存在多重话语结构共存,包括“零事故愿景”“工程防灾”“应急响应”和“复杂适应系统”四类话语,体现出城市风险治理相关的各职能部门长期以来形成的差异性的风险理念和治理范式,在城市韧性政策下发生了融合。在韧性城市政策中要注意避免目标与手段的错位,正视“安全”与“韧性”的区别,关注被忽视的“韧性”特质,同时警惕“韧性”政策的空传与失焦。
The conceptual inclusiveness of resilient cities has both accelerated the rapid proliferation of related policies and made it prone to being adopted in diverse policy agendas,potentially leading to a loss of focus.To better understand the values,actions,and objectives constructed by resilient policies in China,there is an urgent need for a systematically analysis of the ongoing policy practices surrounding this concept.This paper conducts an interpretive discourse analysis of China s resilient city policies based on data from policies,official media articles,interviews with government officials,and reports of related activities.The analysis reveals the coexistence of multiple discursive structures within China s resilient city policy landscape,including the“zero-accident vision,”“engineering-based disaster prevention,”“emergency response,”and“complex adaptive systems.”These discourse frameworks reflect the convergent risk perceptions and governance paradigms that have developed over time across different functional departments involved in urban risk governance,which are now being integrated under the umbrella of resilience policy.The paper further highlights the need to avoid the misalignment of goals and means in resilience policies,clearly distinguishes between“safety”and“resilience,”pay attention to the often-overlooked qualities of resilience,and be vigilant against the empty rhetoric and loss of focus in resilience-oriented policy initiatives.
