人工智能应对国家安全风险:科层化治理的技术重塑之路 被引量:1

Artificial Intelligence in Addressing National Security Risks:Technical Reshaping of Bureaucratic Governance

摘要 本文基于风险社会理论,探析现代风险的新特征与国家安全的科层制治理机制间的结构性张力。科层制在应对复合风险时呈现认知阻碍、边界封闭、响应迟滞和适应刚性等困境。人工智能凭借其自适应学习与多模态信息处理等能力,实现了对科层治理的系统性重塑:组织结构弹性化、流程体系智能化、决策逻辑系统化、协作方式生态化。基于人工智能对信息能力、决策支持、运行机制、跨域协作等的赋能,国家安全治理体系能够更加灵活地调整策略和行动,有效应对各种复杂且多变的安全挑战。 Based on risk society theory,this paper examines the structural tensions between the new characteristics of modern risk and the bureaucratic governance mechanisms of national security.Bureaucratic systems face significant challenges such as cognitive obstacles,rigid boundaries,delayed responses,and limited adaptability when confronting complex and intertwined risks.Artificial intelligence,with its adaptive learning and multimodal information processing capabilities,enables a systematic reshaping of bureaucratic governance.This transformation is reflected in:organizational structures becoming more flexible,process systems becoming more intelligent,decision-making logic becoming more systematic,and modes of collaborative becoming more ecosystem-oriented.By artificial intelligence empowering information capabilities,decision support,operational mechanisms,and cross-domain collaboration,the national security governance system can adjust strategies and actions more flexibly,effectively responding to a wide range of complex and dynamic security challenges.
