摘要
油气田产能建设项目具有滚动开发建设周期长、环境影响显现慢、影响范围大、易出现重大变动等特点。文章分析了在验收调查中实际建设内容、实际环境影响、依托场站应重点调查内容,验收监测中点位布设、现场监测的注意事项,提出了开展环境监理和环境影响后评价的建议,促使建设单位验收工作质量提升,严格履行主体责任,切实发挥竣工环境保护验收应有的作用。
Oilfield capacity construction projects are characterized by rolling development,long cycles,slow environmental impacts,and wide influence.This paper analyzes acceptance surveys focusing on actual construction,real environmental impacts,and dependent facilities.Key considerations in monitoring point layout and on-site monitoring are discussed.Suggestions are proposed for environmental supervision and post-evaluation to enhance acceptance quality,ensure responsibility fulfillment,and strengthen the role of environmental protection acceptance in project completion.
