摘要
环境监理作为事中事后环境管理的手段之一,在环境污染防治和生态环境保护方面发挥着重要作用,而具有复杂性、隐蔽性和特殊性的污染地块土壤修复工程对环境监理提出了更高的要求。本文梳理了环境监理的发展背景,分析了污染土壤环境监理的特殊性,以广东省相关污染土壤修复现状为例,总结了主要修复工程的环境监理要点,进而基于近年来环境监理实践经验,提出了环境监理面临的实际问题,并从实施层面和管理层面提出了初步建议,以期为未来污染土壤修复工程的环境监理管理工作提供参考。
As one of the means of environmental management during and after the process,environmental supervision has been playing a significant role in environmental pollution prevention and ecological environment protection.The complexity,invisibility and particularity of contaminated soil remediation projects demand higher level of environmental supervision.This paper reviews the development background of environmental supervision,analyzes the particularity of environmental supervision of soil remediation projects,and expounds the main points of environmental supervision by taking the current situation of soil remediation in Guangdong Province for example.Based on the existing practice of environmental supervision,this paper summarizes the specific practical problems during the environmental supervision work,and puts forward corresponding suggestions and prospects to provide reference for the subsequent environmental supervision and management of soil remediation projects.
