突发公共卫生事件中城市公共交通的韧性治理策略研究

摘要 本文围绕突发公共卫生事件中城市公共交通的韧性治理展开研究,构建基于复杂适应系统的四阶段框架(风险识别—动态响应—协同治理—智慧赋能),系统分析当前治理中的基础设施脆弱性、机制碎片化及信息滞后等挑战,并提出多层级联动、技术赋能与制度协同的优化路径。研究强调通过动态适应性与跨学科融合,构建“政府—企业—社会”协同的韧性治理体系,为城市公共交通在极端情境下的可持续运行提供理论支撑与实践方向。
