摘要
在乡村振兴与知识产权强国建设的双重战略背景下,如何通过复合型知识产权激活农业创新资源、推动成果转化成为关键环节。文章以《知识产权强国建设纲要(2021—2035年)》等政策为导向,以多种知识产权类型为研究对象,聚焦其在助力乡村振兴过程中的转化运用,结合四川省农业知识产权相关数据检索情况与全国典型案例分析,解析复合质押融资、专利保险、产学研共生体三类转化范式的农业适配机制,提炼出地理标志价值链融资、植物新品种权证券化、混合质押等创新路径,为破解农业知识产权转化瓶颈、构建乡村振兴长效赋能机制提供参考,助力破解成果转化“最后一公里”难题。
Against the dual strategic background of rural revitalization and the construction of a powerful country with strong intellectual property rights,how to activate agricultural innovation resources and promote achievement transformation through composite intellectual property rights has become a key link.Guided by policies such as the Outline for Building a Powerful Country with Strong Intellectual Property Rights(2021—2035),this paper took various types of intellectual property rights as the research object,focused on their transformation and application in boosting rural revitalization.Combined with the retrieval of agricultural intellectual property-related data in Sichuan Province and the analysis of national typical cases,it analyzed the agricultural adaptation mechanisms of three transformation paradigms:composite pledge financing,patent insurance,and industry-university-research symbiosis.It also extracted innovative paths such as geographical indication value chain financing,securitization of new plant variety rights,and mixed pledge.This study provides reference for breaking the bottleneck of agricultural intellectual property transformation,constructing a long-term empowerment mechanism for rural revitalization,and helping solve the"last mile"problem of achievement transformation.
