摘要
以农业科技新突破加快形成农业新质生产力是当前抓好“三农”工作的关键之举,是我国从农业大国向农业强国转型的必然选择,更是保障国家粮食安全、加快农业现代化进程的关键政策导向。文章以正阳县为例,系统分析了河南省农业科学院科技助力县域发展农业新质生产力的主要做法,即以科技创新引领、全链条打造、多方协同发展、品牌化建设推动农业高质量发展,从而得出科技创新是推动农业高质量发展的根本支撑、全链条打造是重要根基、“政产学研用”是机制保障、品牌化经营是关键落点的结论。通过归纳总结科技助力正阳县发展新质生产力,实现农业高质量发展的模式和经验,为河南推进农业强省建设和全国实现农业现代化发挥示范和引领作用。
Accelerating the formation of agricultural new-quality productive forces through new breakthroughs in agricultural science and technology is a key measure for addressing the work related to"agriculture,rural areas,and farmers"at present.It is an inevitable choice for China's transformation from an agricultural country to an agricultural power,and even more so a core policy orientation for safeguarding national food security and accelerating agricultural modernization.Taking Zhengyang County as an example,this paper systematically analyzed the main practices of Henan Academy of Agricultural Sciences in empowering county-level development of agricultural new-quality productive forces,namely promoting high-quality agricultural development through scientific and technological innovation leadership,whole-chain development,multi-stakeholder collaborative development,and brand building.It thus concluded that scientific and technological innovation is the fundamental support for high-quality agricultural development,whole-chain development is the important foundation,the"governmentindustry-university-research-application"is the institutional guarantee,and brand operation is the key focus.By summarizing the models and experiences of science and technology empowering Zhengyang County to develop new-quality productive forces and achieve high-quality agricultural development,this study aims to play a demonstration and leading role in advancing Henan's construction of a strong agricultural province and realizing national agricultural modernization.
