摘要
[目的/意义]从时间维度研究政府数据开放平台数据安全影响因素及协同作用,为政府数据开放平台数据安全治理提供参考。[方法/过程]基于信息生态理论构建分析框架,以2020—2024年省级面板数据为案例样本,采用动态QCA方法探讨了影响地方政府数据开放平台数据安全关键因素的组态路径及动态变化过程。[结果/结论]研究发现,单一因素不构成地方政府数据开放平台数据安全的必要条件;在条件组态分析中,存在4种典型组态路径,分别是政府主导下经济与技术驱动型、政策支持下数字人才与技术驱动型、多要素协同驱动型以及环境赋能下数字人才与技术驱动型;组态路径在时间维度上具有较强的稳定性。
[Purpose/significance]This paper studies the influencing factors and synergy of data security of the government data open platform from the temporal dimension,in order to provide a reference for the data security governance of the government data open platform.[Method/process]The paper constructs an analytical framework based on the information ecosystem theory,takes the provincial panel data from 2020 to 2024 as case samples,and uses the dynamic QCA method to explore the combination paths and dynamic change processes of the key factors affecting the data security of local government data open platforms.[Result/conclusion]The research finds that a single factor does not constitute a necessary condition for the data security of the local government data open platform.In conditional configuration analysis,there are four typical configuration paths,namely the economy and technologydriven type under government leadership,the digital talent and technology-driven type with policy support,the multi-element collaborative driven type,and the digital talent and technology-driven type empowered by the environment.The configuration paths have strong stability in the temporal dimension.
