摘要
为了充分激活金融行业数据要素潜能,中国人民银行等有关部门持续强化制度设计,引导金融行业建设开放、高效的数据流通环境,推动金融行业可信数据空间建设。可信数据空间建设是创新金融数据理论架构、完善金融市场模型体系、拓展金融经济理论边界的重要理论突破,加快构建金融行业可信数据空间,有利于匹配金融行业对数据要素共享与流通的现实需求,满足金融行业对数据安全和风险合规的基本要求,契合金融体系对科技创新水平提升的长期诉求。基于此,本文在探讨加快我国金融行业可信数据空间建设的理论意义和现实需要的基础上,基于当前我国金融行业可信数据空间建设的现状和问题,结合国外金融行业可信数据空间发展经验,从完善基础制度体系、强化综合能力建设、丰富空间落地场景和持续深化国际合作等视角就金融行业可信数据空间建设提出相关政策建议。
To fully unlock the potential of data as a key factor in the financial sector,the People's Bank of China and other relevant authorities have continuously strengthened institutional frameworks.They are guiding the financial in-dustry to establish an open and efficient data circulation environment and advancing the development of a trusted data ecosystem within the sector.The development of trusted data spaces represents a significant theoretical breakthrough in innovating financial data frameworks,refining financial market modeling systems,and expanding the boundaries of fi-nancial economics theory.Accelerating the establishment of trusted data spaces within the financial sector will help ad-dress the industry's practical needs for data element sharing and circulation,meet fundamental requirements for data se-curity and risk compliance,and align with the financial system's long-term demand for enhanced technological innova-tion capabilities.Based on this,this paper explores the theoretical significance and practical necessity of accelerating the development of a trusted data space within China's financial sector.Drawing upon the current status and challenges in building such a space domestically,and incorporating international experiences in developing trusted data spaces for the financial industry,it proposes relevant policy recommendations.These recommendations focus on enhancing the foundational institutional framework,strengthening comprehensive capability development,expanding practical appli-cation scenarios,and deepening international cooperation.
