摘要
重建农业转型的社会基础和社区动力受到学界积极响应,却对碎片化资源与分散化需求的对接难题及其蕴含“双重约束”的深层次困境缺乏关注。以此为逻辑起点,本文从社区视角厘清了我国农业转型的基本内涵与关键动力,构建起“外部整合+内部动员”的分析框架,并基于四川省蒲江县的案例,从社区治理角度为农业转型提供实践方案。研究发现,蒲江县以社区治理为牵引,激励了体制机制创新,并由此引致以村社集体为载体的社区组织化,不仅为碎片化资源整合提供了制度性支撑,还夯实了乡村社会化动员的组织基础,其背后蕴含着主动建构农业转型动力的一般性逻辑,即通过成本分担机制与社会资本再生产机制激活村社集体。本文的重要启示是:农业转型需要突破传统单向度资源输入和要素供给的推进思路和政策取向,转而依靠制度创新与社会基础的同步驱动,激活村社集体作为组织化载体的功能,以破解农户“双重约束”所导致的碎片化资源与分散化需求对接难题。
Academic attention focuses on reconstructing social foundations and community dynamics for agricultural transformation,yet overlooks the challenge of aligning fragmented resources with decentralized demands and the underlying"double constraints".This study,taking Pujiang County of Sichuan as a case,clarifies the essence and drivers of China's agricultural transformation from a community perspective.It constructs an analytical framework of"external integration&internal mobilization"and provides practical solutions for agricultural transformation from the perspective of community governance.Findings reveal that Pujiang stimulates institutional innovation through community governance,fostering village collective organization.This provides institutional support for integrating fragmented resources and strengthens the organizational base for rural mobilization,driven by cost-sharing and social capital reproduction mechanisms.Crucially,agricultural transformation requires to break away from the traditional unidirectional resource input and factor supply approach and policy orientation,instead,it necessitates synchronous drive of institutional innovation and social foundation rebuilding,and activates the function of the village and community collectives as an organizing carrier,in order to solve the problem of the alignment difficulty between fragmented resources and decentralized demands caused by the"double constraints"of the rural households.
