摘要
瑞典是全球创新典范国家。自实现工业化以来,瑞典创新体系的发展脉络,可以划分为工业化奠基、福利驱动创新、市场化转型及可持续数字创新四个阶段。在瑞典创新体系形成和发展的过程中,政府主导、“三螺旋”创新协同、创新生态系统构建以及社会教育支撑等多维机制,发挥了重要作用。总的来看,瑞典创新体系的成功可以归因于创新政策的动态适应性调整、多方机构的深度协作及其与教育重视型社会制度的有机结合。这为中国实现创新驱动发展提供了重要启示。为应对全球创新竞争加剧与技术革命深化的挑战,中国应通过强化政府战略主导,优化产学研协作机制,发挥新型举国体制优势,完善教育保障体系,构建起全面、系统的创新生态,以突破关键核心技术的瓶颈。
Sweden is a global model for innovation.Since its industrialization,the development of Sweden's innovation system can be divided into four stages:the foundation of industrialization,welfare-driven innovation,market-oriented transformation,and sustainable digital innovation.In the formation and development of Sweden's innovation system,multi-dimensional mechanisms such as government leadership,"triple helix"innovation collaboration,construction of an innovation ecosystem,and social and educational support have played an important role.Overall,the success of Sweden's innovation system can be attributed to the dynamic and adaptive adjustments of innovation policies,in-depth collaboration of multiple institutions,and organic integration with a social system that prioritizes education.Sweden's approach provides important insights for China to achieve innovation-driven development.To meet the challenges of intensified global innovation competition and the deepening technological revolution,China should strengthen governmental strategic leadership,optimize industry-university-research collaboration mechanisms,leverage the advantages of the new national system,improve the education support system,and build a comprehensive and systematic innovation ecosystem to overcome bottlenecks in key core technologies.
