摘要
乡镇(街道)社会工作站是整合社会资源、优化与创新治理格局的重要平台。以往研究多将社会工作站视为单一服务提供者,而鹿市花桥社会工作站则致力于推动构建多主体共治生态,体现了回归“人”的治理理念。本文基于社会团结理论,深入分析花桥社会工作站的运作过程。研究发现,党组织的赋能与授权是其参与基层社会治理的政治基础;政府部门的行政动员与资金支持为其提供了强有力的政策保障;社会组织则通过整合社会资源与借助党政力量等方式重构主体关系,成为推动共治生态构建的关键主体。研究表明,以公共利益为核心、回归“人”及其需求的治理理念是社会工作者参与基层社会治理的内在价值动力;党的政治权威和政策驱动强化了个体间的信任纽带与公共性联结,形成关系驱动力;集体性治理行动的引导不仅激发了居民主体性,也实现了从个人利益到公共价值的逻辑转换,成为推动治理生态构建的根本途径。
Township social work stations are vital platforms for integrating social resources and optimizing innovative governance structures.While prior research often views social work stations as mere service providers,the Huaqiao Social Work Station is dedicated to fostering a multi-stakeholder co-governance ecology.Based on social solidarity theory,this paper deeply analyzes the operational process of the Huaqiao station.The study finds that empowerment and authorization form its political foundation for participating in grassroots governance;administrative mobilization and funding support from government provide strong policy assurance;and social organizations reconstruct subject relations by integrating social resources and leveraging Party-government resources,becoming key actors in promoting the co-governance ecology.The research indicates that a public interest-centered,"humancentered"governance philosophy is the intrinsic value motivation for social workers'participation;guiding collective governance actions not only stimulates residents'agency but also realizes the logical transition from individual interests to public value.
