摘要
构建科学完备的标准规范体系是推动养老服务高质量发展的关键支撑。随着人口老龄化进程持续加速,养老服务需求呈现多元化、精细化特征,而标准规范供给不足已成为制约行业发展的关键瓶颈。为此,本文系统梳理了我国养老服务标准规范体系建设的演进历程,将其划分为起步探索、框架初成、深化完善三个阶段,并剖析各阶段的主要特征与局限。在此基础上,提出了涵盖服务质量规范、设施建设、人员资质、服务监管等核心维度的标准规范体系建设重点内容,并详细阐述了体系建设的重点任务与实施路径。本研究的贡献是为构建系统完备、科学规范、运行高效的养老服务标准规范体系提供理论参考,以切实提升新时代养老服务品质,持续增强老年人的获得感、幸福感和安全感。
Constructing a scientific and comprehensive standardization system is a key support for promoting high-quality development in elderly care services.As the aging population accelerates,demands for elderly care services are becoming diversified,while insufficient standardization has become a bottleneck hindering industry development.This paper reviews the evolution of China's elderly care service standardization system,dividing it into three stages,while analyzing the main characteristics and limitations of each stage.Based on this,it proposes key components for the system,covering service quality norms,facility construction,personnel qualifications,and service supervision,and elaborates on priority tasks and implementation pathways.The contribution of this study lies in providing a theoretical reference for building a systematic,scientific,and efficient standardization system to practically enhance the quality of elderly care services.
