摘要
结合当前装备维修经费投入特点,建立基于面板数据和超效率DEA的绩效评价模型,实现不同时期预算单位绩效水平的统一比较和有效区分;提出基于固定参比Malmquist指数的未来绩效水平设定方法,为经费优化配置确定关键约束条件;构建基于绩效水平约束的装备维修经费优化配置模型,确定绩效结果最优的经费配置方案。
Combined with the current characteristics of equipment maintenance fund investment,the performance evaluation model based on panel data and super-efficiency DEA is established to achieve a unified comparison and effective distinction of the performance level of budget units in different periods.A method of setting future performance levels based on a fixed reference of Malmquist index is proposed to determine the key constraints for the optimal allocation of equipment maintenance funds.The optimal allocation model of equipment maintenance funds based on performance level constraints is constructed to determine the optimal allocation scheme of funds.
