摘要
民营经济从小到大、由弱变强的发展历程,是中国特色社会主义制度优势转化为治理效能的实践过程。发挥制度优势是破解民营经济转型升级难题、实现高质量发展的关键。党的全面领导作为根本保障,以政治优势、政策连续性和治理效能为民营经济定向领航;社会主义市场经济体制彰显独特优势,凭借制度包容、协调激励机制及有效市场和有为政府的结合,构筑公平竞争的制度根基;社会主义法治体系提供坚实支撑,在宪法引领下通过多元法律协同机制与动态制度进化,筑牢法治基石;中华优秀传统文化注入精神动能,为历史与时代、价值与实践的统一提供文化滋养。新征程上,必须以党的领导为根本、市场经济体制为基石、法治体系为保障、传统文化为源泉,依托显著制度优势推动民营经济在中国式现代化进程中实现更高质量发展,为中华民族伟大复兴注入强劲动能。
The development of China’s private economy from a small and weak sector to a robust and vital force is a practical process of transforming the institutional advantages of socialism with Chinese characteristics into governance effectiveness.Leveraging these institutional strengths is key to addressing the challenges of transformation and upgrading faced by the private economy and achieving high-quality development.The Party’s overall leadership serves as the fundamental guarantee,guiding the private economy with political advantages,policy continuity,and governance effectiveness.The socialist market economy system demonstrates unique advantages by integrating institutional inclusiveness,coordinated incentive mechanisms,and a synergy between an efficient market and an enabling government,thus laying the institutional foundation for fair competition.The system of socialist rule of law provides a solid foundation,building the cornerstone of the rule of law through a diversified legal coordination mechanism and dynamic institutional evolution under the guidance of the Constitution.The excellent traditional Chinese culture injects spiritual vitality,providing cultural nourishment through the unity of history and the present,values and practice.On the new journey,it is essential to take the leadership of the Party as the foundation,the market economy system as the cornerstone,the rule-of-law system as the guarantee,and fine traditional culture as the source of inspiration,and,by relying on the distinctive institutional strengths,to promote the high-quality development of the private economy in the course of Chinese modernization,thereby injecting strong impetus into national rejuvenation.
