摘要
目的根据建瓯市疾病预防控制中心(以下简称“疾控中心”)2016—2022年的编制数、人才结构、人员流动等基本情况,分析建瓯市疾控中心人力资源配置现状,为完善人力资源配置提供参考意见,为促进建瓯市疾病预防控制事业发展提供科学依据。方法选取2016年1月—2022年12月建瓯市疾控中心的卫生技术人员、其他技术人员及管理人员为研究对象,收集在编在岗人员总数、职业类别、职称、年龄、学历、性别、人才流量分析(流动率、新进率、离职率)等相关数据进行描述性统计分析。结果2016—2022年,建瓯市疾控中心在编在岗人数占辖区常住人口数的比例分别为0.79/万、0.74/万、0.68/万、0.64/万、0.74/万、0.74/万、0.80/万;新进率为43%,离职率为18%,流动率为61%;职业类别人员分布及性别比例比较,差异均无统计学意义(P>0.05)。建瓯市疾控中心在编在岗人员中,35~54岁人员占比有所下降,但仍高于各年度其他年龄段人员占比;研究生占比下降至0,大学专科占比逐渐上升;高级职称占比变化不大,初级职称占比逐渐上升。结论建瓯市疾控中心人力资源总量不足,人员结构不合理。应充分发挥政府职能作用,通过建立健全人才准入、培养和激励机制,严格按照配置标准配足配齐疾控中心人员,完善公共卫生服务体系,提升人员素质,优化资源配置。
Objective Based on the basic situation of the staffing,talent structure,and personnel flow of center for disease control and prevention(hereinafter referred to as"CDC")of Jian'ou from 2016 to 2022,this study analyzes the current situation of human resource allocation in CDC of Jian'ou,provides reference opinions for improving the human resource allocation of CDC of Jian'ou,and provides scientific basis for promoting the development of disease control and prevention in Jian'ou City.Methods A total of in-service staff members of the CDC of Jian'ou,including health professionals,other technical personnel and administrators,were selected from January 2016 to December 2022.Data on the establishment size,occupational category,professional title,age,education,sex,and talent-flow indices(turnover,recruitment and resignation rates)were collected and descriptively analyzed.Results From 2016 to 2022,the proportion of staff on the establishment and in post at the CDC of Jian’ou to the permanent resident population was 0.79 per 10000,0.74 per 10000,0.68 per 10000,0.64 per 10000 per 10000,0.74 per 10000,0.74 per 10000 and 0.80 per 10000,respectively.The recruitment rate stood at 43%,the resignation rate at 18%,and the turnover rate at 61%.Comparisons of occupational category distribution and sex ratio revealed no statistically significant differences(P>0.05).Among the established and active staff,the share of those aged 35-54 years decreased slightly,yet remained higher than that of any other age group in each year.The proportion of postgraduate degree holders dropped to zero,while the share of college diploma holders rose gradually.The percentage of senior professional titles changed little,whereas the proportion of junior titles rose gradually.Conclusion The CDC of Jian'ou suffers from an insufficient workforce and an irrational staff structure.The government should fully exercise its functions by establishing and improving talent entry,training,and incentive mechanisms,strictly staffing the center according to allocation standards,perfecting the public-health service system,enhancing personnel quality,and optimizing resource distribution.
