摘要
研究聚焦于健全种粮农民收益保障机制,突破单一视角局限,构建经济、社会、生态三维分析框架。研究发现,当前机制面临多重现实挑战:经济维度上,存在种粮成本上升与粮食收购价格较低并存的问题;社会维度上,体现为农业基础设施薄弱与农业风险保障体系欠全;生态维度上,则表现为生态环境压力较大与绿色生产意识不足。针对上述复合型难题,研究提出综合性实践路径:经济层面着力降本提价以保障国民经济发展,社会层面侧重强化基础设施建设与健全农业风险保障体系以促进农村社会稳定,生态层面强调保护生态环境与增强绿色生产意识以推动农业生态升级,从而系统性健全种粮农民收益保障机制。
Income protection mechanism for grain farmers is studied to break through single perspective and construct a three-dimensional analytical framework of economics,society,and ecology.The results showed that the grain production cost was high while the grain procurement price was low;the agricultural infrastructure and agricultural risk protection system were insufficient;and the ecology and green production awareness need to be improved.Therefore,the cost should be reduced and price should be raised to guarantee national economic development;infrastructure construction and agricultural risk protection system should be improved to promote rural social stability;ecological environment and green production awareness should be enhanced to advance agricultural ecological upgrading,so as to systematically improve the income protection mechanism for grain farmers.
